EUCIS-LLL statement on Revision of Visa Directive
On 26 March 2013, the Commission submitted a proposal for a Directive on the conditions for entry and residence for the purposes of research, studies, pupil exchange, remunerated and unremunerated training, voluntary service and au pairing. The European Parliament voted its first reading position on 25 February 2014, which serves as a mandate for the negotiations with the Council. After several meetings, the Presidency proposed a compromise text on 9 December 2014. EUCIS-LLL is worried that some key elements present in the European Parliament position are not kept in the compromise text presented by the Presidency on 9 December 2014. This concerns notably the distinction introduced between the conditions of entry and residence of third-country nationals for the purposes of research and studies, as mandatory provisions and pupil exchange, unremunerated training or voluntary service, as optional provisions.
